how do I change my internet and home setting so that i can log onto IM?

i cannot log onto my instant messenger due to error and i think it is because my internet option is set at dial up and should be on DSL/cable and i have no home country and that should be united states…….yet nothing i click on will highlight those settings so that i may scroll down adn change them to the appropriate settings.
