    An autocad program they have them in office supply stores sorry theres no freebie thats why.

    Any Computer Aided Drafting program will give you a tutorial on how to draw blue prints.

    They sell em at any software store and probably hardware stores too.

    A program called “AutoSketch 9″ is a very good program
    Just Yahoo! search it and somthing should come up
